Soccer Tournament
RULES AND REGULATIONS
The rules of the Tournament shall be in accordance with FYSA and GYSA, except as modified and approved herein as established by the Tournament Committee.
1.)TEAM AND PLAYER ELIGIBILITY - The team is properly registered within it’s designated region with FYSA, and is in good standing with all dues and fees paid.
a.) The team will not have more than eighteen players rostered at this time.
b.) Teams may roster a maximum of THREE guest players.
*Teams must have valid FYSA rosters downloaded from FYSA’s website and will only be allowed to participate in any game of this competition with that approved roster.
c.) A player may be rostered to one team only for tournament play.

3.) ROSTER AND PASSES - Prior to each game, the coach must turn in an approved stamped roster to the CENTER REFEREE. Player’s must be checked in at this time through the CENTER REFEREE, to properly reflect the information on the approved roster. The referee will verify the identity of each player listed on the roster and determine those who are to participate in the game. IN NO EVENT WILL A REFEREE ALLOW A PLAYER TO PARTICIPATE WHOSE NAME DOES NOT APPEAR ON THE FSYA APPROVED ROSTER OR WITHOUT REQUIRED PROTECTIVE EQUIPMENT.
4.) SUBSTITUTIONS - unlimited substitutions, FIFA laws must apply; on goal kicks, after a goal is scored, throw ins (by the team in possession), on injury time-outs and cautions issued (referee’s discretion).
5.) UNIFORMS - It is the responsibility of the HOME TEAM to change colors if both teams’ jerseys are of similar color. (The home team is listed first on the schedules). Jerseys will be tucked in the entire match. Shin guards are mandatory and must be worn under the socks.
6.) NUMBER OF PLAYERS - Teams will not report to match play with less than SEVEN (7) players. Automatic forfeiture of match will occur.
7.) FORFEITS - A forfeit shall occur when a team is not present FIFTEEN (15) MINUTES after the scheduled match time with the required minimum number of players. The center referee has the responsibility to determine. A forfeit will be recorded with a score of 3 to 0. No shut out points will be awarded in the event of a forfeit.
8.) PROTESTS - All disputes will be resolved immediately, by the Tournament Discipline Committee. THEIR DECISIONS WILL BE FINAL. There are otherwise no protests.
9} Mercy Rule- At any time after the first half has been completed and there is a goal differential of 8 goals the game will be stopped and the score will be recorded at that point.

11.) DURATION OF THE GAME DURING FINAL ROUND: The duration of the game during final round play will be as follows:

12.) DETERMINATION OF CHAMPIONSHIP FINAL ROUNDS - In group play starting on SUNDAY in the afternoon. THERE WILL BE NO OVERTIME GAMES. The standings in a group will be determined by the following: Cross over games points do not count in group play.
a.)FIRST: Game points - 5 for a win, 2 for a tie, 1 for a shut out
b.) SECOND: Head to head results.
c.)THIRD: Net goal differential with a maximum of THREE goal differential
per game.
d.) FOURTH: Penalty kicks according to FIFA "taking of kicks from the penalty
mark."
13.) DETERMINATION OF CHAMPIONSHIP WINNERS - THERE ARE NO OVERTIME GAMES EVEN IN THE FINAL ROUNDS. In the event the final game is tied at the end of regulation time, a winner will be determined by Penalty Kicks according to FIFA "taking of kicks from the penalty mark."
14.) MATCH TERMINATION - Should a match be terminated for any reason other than inclement weather or poor field conditions, the tournament committee will review the referee’s report and render a just decision.
15.) EXTERNAL CONDITIONS - In the event unusual conditions necessitate rescheduling, curtailment, or cancellation, the tournament committee shall have absolute authority to make changes to best serve the interest of the tournament and all tournament participants and to properly identify winners by a certain time period. In the event of total cancellation due to weather each accepted team will have a choice of playing at a make up date or receiving a fifty-percent credit for next year. If there is no make up date each team will receive a fifty-percent credit.
16.) Hydration Break - In any FYSA sanctioned match a break will be given at the midpoint of each half of regulation time and at the end of each overtime period (if played) for player hydration. This break will be given at a normal stoppage of play and it is mandatory for any FYSA sanctioned match during which the air temperature is or is expected to reach eighty-five (85) degrees. Violation may result in charges under FYSA’s COE
17.) Acceptance - Once a team is accepted there will be no refunds issued for withdrawal. If a team withdraws prior to acceptance there will be a one-hundred dollar administration fee charged. Once schedules are posted there will be no changes except in a case of error.
18.) AWARDS CEREMONIES - Following completion of the FINAL Championship games, the teams will present themselves to the awards area, where team and individual trophies will be awarded to the FIRST and SECOND place teams in each division.
19 19.) SIDELINE CONDUCT - Players, reserve players, manager, coaches, and fans are expected to conduct themselves within the letter and spirit of “The Laws of the Game”. The site director has the authority and the responsibility to remove any person(s) from the tournament for abuses of conduct, in addition to any specific disciplinary action brought about by any other authority. If a minor is in violation of “SIDELINE MISCONDUCT” will be escorted by an adult to the Tournament Directors Tent where they will remain for the rest of the match. In addition to good manners, these rules will apply to this tournament:
a. The site director will designate one sideline to be for the sole use of the players listed on the game roster and two manager/coaches from each team, with one team occupying one side of the midfield and one team the other. While the game is in progress, the manager/coach(s) and the reserve players must remain on their respective benches and may not roam the sidelines.
b. The site director will designate the opposite sideline for the spectators.
c. Manager(s)/coach(s) will be responsible for the behavior of their fans and the referee will have the authority to warn, and ultimately send off, any coach whose fans behave in an abusive or disruptive manner.
20.) SUSPENSIONS - The Tournament Committee shall have a Discipline Committee of no less than three (3) members. The Discipline Committee will review and rule on all reports of unacceptable conduct by players, Manager/Coaches, referees, spectator, etc…Not withstanding any ruling of this committee.
a.) All players and Manager/Coaches shall be subject to FYSA Section
502- Discipline and Sanctions Charts.
b.) A player or Manager/Coach ejected will have an automatic one (1)
game suspension (minimum), regardless of the cause of the ejection.
c.) Depending on the severity of the unacceptable conduct, the Discipline
Committee may recommend suspension of up to the duration of the
tournament with further disciplinary action by appropriate state of
national association. The Discipline Committee recommendations
must be available to the affected party no later than prior to their next
scheduled game.
d.) Immediately upon the conclusion of the tournament, any retained
player passes along with a completed game report and the Discipline
Committee’s actions must be forward to the FYSA State Office
Ejections for fighting will result in the TOTAL SUSPENSION from the REMAINDER OF THE TOURNAMENT and removal off the premises automatically. This rule applies to ALL PLAYERS, COACHES and the BENCH PERSONNEL. Failure to comply within a reasonable time period, subject to close scrutiny by the CENTER REFEREE, will result in forfeiture of the match.
21.) POST GAME PROCEDURES -
We ask out of professional RESPECT and mutual COURTESY, that both teams congratulate each other for a game well played.
That coaches of both teams will insure that their sideline area is clean of
all trash.
That the CENTER REFEREE will complete the game report and the final
findings and return them to the Tournament Site Director, along with the
team’s player passes and approved tournament roster.
The coach will return to the Site Director’s area, where he or she will verify
the score of the game, initial the game report, and pick up their passes and
roster.
THE SITE DIRECTOR WILL REPORT TO THE TOURNAMENT
DIRECTOR ANY PLAYER’S NAME WHO HAS BEEN SUSPENDED
FOR ANY REASON AND VERIFY WITH CENTER REFEREE
AFTER EACH GAME THAT THE PLAYER HAS SERVED HIS/HER
SUSPENSION. ANY SUSPENSION THAT GOES BEYOND
TOURNAMENT PLAY WILL BE REPORTED TO FYSA WITHIN 48
HOURS OF THE TOURNAMENT ENDING.
THE TOURNAMENT COMMITTEE RESERVES THE RIGHT TO MAKE FINAL DECISIONS ON ALL TOURNAMENT MATTERS.
