LABOR DAY CLASSIC
The rules for this tournament shall be in accordance with USYSA and FYSA except as modified and approved herein.
1.TEAM ELIGIBILTY - This tournament shall be open to all teams comprised of
properly registered youth players (as defined by the rules of USYSA) in all age groups indicated
on the tournament approval form, provided such team is good standing with its youth
association.
It shall be the responsibility of each state Youth Association to certify the eligibility of
competing teams and to provide such teams with a certified copy of the roster, permission
to travel and proof of insurance.
2 . PLAYER ELIGIBILITY – USYSA/FYSA players must be legally registered to USYSA/FYSA through the respective state association in accordance with USYSA/FYSA registration requirements. USYSA/FYSA player passes must be current and valid, indicating player name, USYSA/FYSA registration number and date of birth (birth certificate certified), and with a current photo I.D.
3. PREGAME PROCEDURE – Tournament officials shall conduct all credentials checks:
(a) At initial registration – a coaches meeting will be held prior to start of tournament TBA
(b) At the field one and a half hour pri

to each game
In no event will a player be allowed to participate who has not been certified by the tournament
credentials committee.
A player who arrives at the field after the pre-game procedure may enter the game once the
games official(s) verify the player is eligible and with the permission of the center referee.
Only at the pre-game procedure may a player be challenged by an opposing manager/coach.
Challenged Player(s) will be noted by the referee on the game report and will be allowed to
participate in the game (if said player has been certified as eligible by the tournament
committee). A challenged player does not constitute a game protest but may serve as a basis
for protest, should one be submitted. A late arriving player may be challenged, at the time he
is allowed to participate, by the center referee.
Each manager/coach or assistant must have a valid coach’s pass and be listed on the roster.
If a manager/coach is ejected, an assistant may conduct the team. If the assistant is also ejected,
or if there is not an assistant, the game will be forfeited. In no case will a team be allowed to
participate without a properly registered coach or assistant.
Souvenir patches, flags, crests, etc., may be exchanged and a group team picture may be taken
at this pre-game procedure,
or
during the handshake, after the game.
4. LAWS OF THE GAME - All games shall be in accordance with FIFA Laws of the Game,
except as modified below.
Competition sanctioned by this association shall abide by the “Laws of the game”, along
with any modifications or regulations of the association.
LAW II – The Ball
6/U and 8/U will use a size three (3) ball.
10/U, 11/U, and 12/U will use a size four (4) ball.
All others will use a size five (5) ball.
LAW III - NUMBER OF PLAYERS

8 V 8. U13 through U19 will play eleven (11) players on the field per side.
Three (3) guests players will be allowed per team.
Substitutions shall be unlimited. Substitution may be made only upon proper notification of the
referee through the linesmen and with the referee’s permission at the following times:
a. Prior to throw in by your team.
b. Prior to goal kick, either team.
c. After a goal by either team.
d. After an injury, by either team, when the referee stops play.
e. At the beginning of the second half and overtime periods.
Please Note: Attention is called to LAW III (5)(B) “the substitute shall not enter the field of play until the player he is replacing has left, and then only after receiving a signal from the referee.”
LAW IV - PLAYERS’ EQUIPMENT
Player equipment must conform to FIFA rules.
1. All players will wear shin guards (under the socks).
2. Players wearing an orthopedic cast shall not be eligible to participate in any games.
Orthopedic braces may be allowed if:
a. The player has a written statement from a licensed physician stating that he feels the brace is necessary and that no further injury is likely to occur to the body part which is supported by the brace AND
b. The parent has signed a waiver to free FYSA of any claim against FYSA, it’s insured, or it’s insurance company in case of further injury to the body part protected by the brace.
c. A player may be removed from the match if at any time the referee determines a player is
using or attempting to use the brace to injure another player.
3. Teams will wear uniforms of matching design and color with a minimum of six (6) inch
numbers affixed to the back of the uniform shirt. No two players on a team may have identical
uniform numbers while both players are playing on the field at the same time.
LAW V - REFEREES
Referees are required to submit a completed, official game report to the Site Director, containing
any information relating to any game incidents involving player/coach, spectator misconduct, or
injuries.
Referees will not be paid before any required post game reports have been submitted.
In the event the assigned referees fail to appear and the assignor and/or Site Director fail to provide a replacement, the senior assigned linesman shall assume the duties, and shall find an alternate
Linesman. The game will be played as scheduled and will be deemed official.
LAW VI-LINEMEN
Two linemen will be used. In the event an assigned linesman fails to appear, the referee
assignor and/or Site Director will assign a suitable replacement. The game will be played and
deemed official.
LAW VII - DURATION OF THE GAME
The duration of the game will be:

LAWS VIII THROUGH XVII – NO CHANGES
CONTROL OF SIDELINE CONDUCT: Players, reserve players, managers, coaches, assistants, and supporters are expected to conduct themselves within the letter and spirit of the “LAWS OF THE GAME”. The Tournament Director has the authority and the responsibility to remove any person(s) from the tournament for the abuses to good conduct, in addition to any specific disciplinary action brought about by other authority. In addition to the rules of good manners, these rules will apply in this tournament.
1. The Tournament Director will designate one sideline to be for the sole use of the players listed on the game roster, and 3 managers/coaches from each team, with one team occupying one side of midfield, and the other team on the other side. While the game is in progress, the coaches and reserve players will not roam the sidelines.
2. The Tournament Director will designate the opposite sideline for spectators and supporters.
3. A restraining line will be drawn four yards from the touchline and all spectators and supporters must remain outside of that line.
4. Managers/Coaches are responsible for the behavior of their supporters.
POST GAME PROCEDURE: We ask that, as a mutual courtesy, both teams meet at
center circle and congratulate each other for a game well played.
A. Referees will return player passes to the Site Direct

B. Manager/Coach of each team will confirm score to Site Director and collect passes, except for any retained for sent off participants.
C. Manager/Coach of both teams will insure that their respective sideline areas are clean and that all trash is in containers.
D. It is the responsibility of the Manager/Coach to make sure he obtains his player passes from the Site Director after the game and to verify the final score.
DISCIPLINE: The Tournament Committee shall have a Discipline Committee of no less than three (3) members. The Discipline Committee will review and rule on all reports of unacceptable conduct by players, Manager/Coaches, referees, spectator, etc…Not withstanding any ruling of this committee.
A. All players and Manager/Coaches shall be subject to FYSA Section 507- Discipline and Sanctions Charts.
B. A player or Manager/Coach ejected will have an automatic one (1) game suspension (minimum), regardless of the cause of the ejection.
C. Depending on the severity of the unacceptable conduct, the Discipline Committee may recommend suspension of up to the duration of the tournament with further disciplinary action by appropriate state of national association. The Discipline Committee recommendations must be available to the affected party no later than prior to their next scheduled game.

DETERMINATION OF GROUP WINNERS: In-group play there will be no overtime games. Standing in a group will be determined by:
Game Points: 5 points for a win
2 points for a tie
0 points for a loss
If there is a cross-over game in a bracket it will not count in the standings. The game will be counted to determine a tie breaker based on goals.

If three or more teams tie in points then we go to:
First: Net goal differential (if goal differential leaves three or more teams tied) then go to the
Mini-Games as follows:
A blind draw to decide which two teams play-third team draws a bye. The winner of the game between the two teams play the team that had the bye and the winner of this game will advance.
If goal differential leaves four teams tie, then go to Mini-Games as follows:
A Blind draw to decide which teams will play each other and the winner will advance.
DETERMINATION OF SEMI-FINAL AND FINAL GAME WINNERS: In semi-final and final games, if the game is not decided after regulation times, overtime will be played. Overtime will be played two 10 minute periods for 11/U through 14/U, and two 15 minute periods for 15/U through 19/U. If still not decided after overtime, penalty kicks will be taken in accordance with FIFA “Taking of Kicks From the Penalty Mark.”
FORFEITS: A minimum seven (7) players constitutes a team. Game should start at given starting time. In case the team does not have seven (7) players present, it should be allowed a maximum of fifteen (15) minutes grace period before awarding the game to the opponent. A forfeit will be scored as a 4-0 result. The same rule limit will apply for a referee or linesmen not showing up at the required. Tournament Director or Referee Assignor will appoint another referee or linesmen for this game.
A performance bond may be required of teams to guarantee participation. The host organization shall return any unforfeited bonds, immediately, after the team’s final game.
PROTESTS: NO PROTESTS of game results. Referee decision is final.
EXTERNAL CONDITIONS WEATHER, ETC.: In the event of unusual conditions which necessitate rescheduling, curtailment or cancellation of game, the Tournament Committee shall have absolute authority to make these changes in order to best serve the interests by a certain time period. In case of extreme weather (heat/humidity), the referee shall allow brief stoppage of the game, to allow players on the field a water break.
CHAMPIONSHIP FINAL CEREMONY: Following competition of each championship game, the two competing teams will present themselves to the Game Site Coordinator, for awards.
GENERAL: The Tournament Committee, FYSA and/or the host affiliate, will not be responsible for any expenses incurred by any team due to the cancellation in part or whole of this tournament.
The Tournament Committee’s interpretation on the foregoing rules and regulations shall be final.
The Tournament Committee reserves the right to decide on all tournament matters.
If not enough teams are realized within a specific age bracket, the Tournament Direct
or
shall notify the participants as soon as possible. The participants will be given the option to play in another age group
or
to receive a full refund.
The Tournament Committee has the responsibility to uphold any previous suspension imposed by FYSA/USYSA.
The Tournament Committee will allow for rules to be adjusted to conform to any FYSA rule changes up to the actual tournament date.
The Tournament Committee agrees to have a copy of the Tournament Rules at all game sites.
